Boerne ISD board adopts five‑year HB3 goals for literacy, math and CCMR

The Boerne ISD Board of Trustees voted unanimously March 23 to adopt district and campus House Bill 3 goals for early literacy, early numeracy and college, career and military readiness (CCMR).

In a presentation to the board, district staff proposed raising the districtwide early literacy rate from 75% to 80% over a five‑year period and early numeracy from 69% to 74%. The district’s current CCMR rate was reported at 95%; the adopted board scorecard sets a stretch target of 100% by 2028.

“We began by reviewing the taper report,” the staff presenter said in explaining the development process. “Our proposed early literacy goals for the district aim to increase performance from 75 to 80% over the next five years.” The presentation noted that state accountability measures are changing (the STAR test is transitioning to the Student Success Tool and reporting requirements for CCMR are becoming more rigorous), and that goals will be posted publicly after board adoption.

The board discussed subgroup performance and the district’s approach to goal setting. Staff emphasized that goals are developed through a continuous improvement cycle—data analysis, goal development, alignment and ongoing monitoring—and that campus leaders will set and refine campus targets annually based on updated state data.

The board also noted district professional learning investments: since 2021 more than 300 employees completed Texas Reading Academies and the district will launch Texas Math Academies to support teachers in meeting the new targets.

A trustee moved to approve the HB3 literacy, math and CCMR goals for each campus; the motion was seconded and the board approved the goals unanimously. Next steps include posting the adopted goals on the district website and returning to the board each spring with progress updates tied to state reporting.
