Chino Valley approves $786,500 purchase and development agreement for 184‑space luxury RV park

The Chino Valley Town Council on April 14 approved a purchase‑and‑sale agreement and an economic development agreement with Chino Valley Rodeo Drive LLC for the purchase of about 26 acres and development of a 184‑space luxury RV park. The council approved the agreement and related economic terms by roll call.

Staff presented a 30,000‑foot overview of the project and said an independent economic impact study by Rounds Consulting estimated construction‑phase tax revenue of roughly $127,000 and creation of about 65 jobs during construction. Operational impacts were projected to sustain about 20 jobs, roughly $2.3 million in annual economic output and approximately $945,000 in total tax revenue over time. Staff summarized safeguards in the development agreement to protect the town if expected tax receipts do not meet incentive thresholds.

Megan (staff) outlined project specifics: a proposed purchase price of $786,500 (about $30,250 per acre) for parcel number 3062001X, infrastructure extension needs (road, water, sewer) and provisions for amenities such as a pool, pickleball courts and a community center. Pat Caneli Jr., speaking for the developer, said engineering and wash rerouting must be completed before construction; the developer said they would aim to break ground within a 15‑month window once approvals and engineering are finished.

One public speaker, Regina Pecaro, chief operating officer at Compass Training Center, told council that prior multi‑day shooting competitions and other outdoor events drew several hundred visitors and encouraged approval, saying improved amenities could help Chino Valley capture visitor spending that currently favors nearby Prescott.

Council approved the purchase and development agreement by roll call (6–0). Staff and the developer indicated further engineering, permitting and infrastructure work is required before construction begins.
