The City Commission gave first reading approval (7-0) to Ordinance 17‑23, a proposed metropolitan redevelopment area (MRA) intended to encourage multi-family housing and related development in the Mesa Village area.
County representative RB and staff described the proposed MRA as covering roughly 151 acres of undeveloped land near Mesa Village and the Sendero/Patriot Point projects. RB cited a market study indicating the city and county face a shortage of rental units: "…a shortage of almost 1,500 short for the city and the county," he told the commission, and recommended designating a larger contiguous area to improve the likelihood of attracting developers.
Under the MRA designation, property owners of qualifying projects could be eligible for tax abatement consistent with state statute and county terms; staff said abatements commonly run up to seven years and are structured to attract projects that would not otherwise be viable. Commissioners requested a map and a tax‑impact analysis for the second reading; staff agreed to provide parcel maps and more detail before the next meeting.
Next steps: Staff will prepare a map of proposed boundaries and provide additional financial impact data before second reading. The County and the city will coordinate the MRA boundary and application paperwork; second reading will include the formal map and an opportunity for additional public comment.
