Council appoints health officer, planning board member and authorizes manager for NBRC grant

The council also appointed Miles Williams to the Caribou Planning Board with a term ending Dec. 31, 2028; that motion likewise passed by voice vote.
Grant authorization: Parks and recreation staff asked the council to designate City Manager Penny Thompson as the authorized official for a Northern Border Regional Commission (NBRC) grant application to acquire a new groomer. Staff said if the NBRC application is not successful, the city will not proceed with the purchase. Councilors unanimously approved the manager as the authorized official; the mayor will sign the required resolution.
Next steps: Manager Thompson will execute appointment paperwork and, if NBRC approval is received (expected notification by late June/early July per staff), staff will return to council with grant terms and any local match requirements.
