Council approves grants, airport agreement and wastewater change‑order; authorizes nuisance removal and accepts donations

Wastewater treatment plant: Staff presented change order number nine for the wastewater treatment plant project but noted work change directive 107 (and later WCD 106) had been removed; the council amended the resolution to exclude a $69,215 work change directive and approved the remainder of the change order. Staff also called out a tariff charge related to a screw press that was part of the contractor’s imports; the tariff amount ($47,311) was discussed in the staff memo and was handled within the change order accounting as presented.
Airport maintenance agreement: Council approved a two‑year MnDOT/FAA maintenance and operations agreement that will reimburse up to $51,289.58 per year toward eligible airport maintenance expenses (plowing, mowing, pavement maintenance, airfield lighting). Staff noted annual airport costs run about $110,000 and the city covers the remainder from the airport fund.
EPA brownfields task order: Council authorized a task order with Stantec to pursue another EPA Communitywide Assessment grant to support brownfields inventory, environmental assessments and community outreach; the contract is to assist with an application and — if awarded — implementation. Staff said there is no direct city cost if Stantec’s work is funded through the EPA grant award.
Industrial wastewater (ICM) agreement: The council approved a three‑year industrial control/monitoring agreement with Apple Valley Foods to regulate and charge for wastewater that exceeds standard household strength (CBOD and TSS thresholds specified in the agreement) and to ensure discharges meet treatment limits.
Oakland Avenue project grants: Council approved a $1.5 million Local Road Improvement Program (LRIP) grant and a $300,000 active transportation grant to support the Oakland Avenue / 1st Avenue reconstruction — part of a larger roughly $15 million project that includes substantial federal and state funding. Staff explained the grants’ timing required an expedited construction start to meet federal requirements.
Other actions: Council accepted two small donations ($396 to the dog park endowment and $1,000 to the bike club) and authorized the planning and zoning department to contract for removal of junk/legally stored vehicles at a specified property (5038 SE Wakefield). The council also set its fall yard waste program schedule for Sept. 20–Nov. 30.
What’s next: staff will proceed with contract executions, manage grant reimbursement processes that require certified contractor costs, and report back on any final cost or audit findings.
