The Village of Cross Plains Board of Trustees on April 13 approved the final plat for Marchstone Phase One and a recorded side agreement to restrict land disturbance on outlots 11, 12 and 13.
Staff told the board that a plat notation originally requested in February—prohibiting land disturbance including installation of utilities, stormwater facilities, grading or hillside clearing on outlots 11–13 without express written consent of the village board following plan commission recommendation—was omitted from the face of the submitted plat. The village attorney recommended a side agreement recorded with the plat to memorialize the restriction; that side agreement was included in the board packet.
Staff also summarized technical revisions made since the February meeting and after state plat review: ownership certificates were updated to reflect Marchstone LLC and Marchstone Golfland LLC; a previously shown 20-foot public water main easement along the east side of the plat was removed because dual water main service to existing development north of Thinnis was moved into the right-of-way; public utility easements were added or expanded at several outlots at the request of MG&E (including an increase from six feet to ten feet and an expanded northwest-corner easement to accommodate electrical equipment); and mortgage-consent language and lot bearings were updated per state review.
A trustee moved to approve the notation/side agreement and the motion passed by voice vote; the board subsequently moved, seconded and approved the Phase One final plat, with staff directed to sign and record the documents.
The approvals are administrative final actions enabling staff to record the plat and associated side agreement; no new ordinance or rezoning was adopted during the meeting.
