School board accepts $2.58 million state literacy grant to expand K–12 reading supports

Fremont County School District trustees voted to accept a Wyoming Department of Education Comprehensive Literacy State Development (CLSD) grant totaling $2,581,651.22, the district announced during its April meeting. The grant will be disbursed equally over five years at $516,330.24 per year, according to district staff.
District staff described the award as funding that will cover vendor-delivered materials and professional learning rather than replace current curriculum. The grant will pay for additional training for literacy coaches and principals, conference attendance, and expanded instructional supports including higher-level instruction in morphology and Orton–Gillingham–style approaches, staff said.
A board member moved to accept the grant; the motion carried by voice vote. Trustees said the five-year term was attractive because meaningful literacy changes typically require multiple years of implementation and monitoring.
Supervising staff said the district will use the funds to maintain existing interventions (such as fast-bridge screening and targeted coaching) and to expand support for teachers who need additional literacy training. “This gives us funding to continue and grow the work we already do,” a district official said. Staff emphasized that the grant is intended to supplement local efforts, not to force wholesale replacement of existing curriculum.
Trustees asked about how the district will measure progress; staff replied the grant requires periodic reporting and district coaches will track student growth for targeted cohorts. Specific vendor choices and implementation plans will be determined under the grant’s allowable uses and district procurement rules. The board accepted the allocation and directed staff to return with implementation details and monitoring plans for future board updates.
