Court conditionally authorizes sheriff to pursue federally funded task-force vehicles, with vendor selection requirements

The Lyon County Fiscal Court on Jan. 8 authorized the sheriff to move forward with vendor selection and purchase planning for vehicles to be paid from a Department of Homeland Security-authorized task-force funding stream, but only after the county receives the federal funds and the sheriff verifies that the selected vehicle meets county specifications.

Sheriff briefed the court that the award was authorized Dec. 12 and discussed allowable uses and vendor-quote requirements. At the meeting the sheriff stated, "The amount of $12,515," while describing the award emails; he said parts of the award are earmarked for vehicles and parts are designated for task-force officers, and that federal stipulations require some vehicles to remain unmarked while assigned to the task force.

The sheriff presented three state-contract quotes for similarly equipped vehicles. The court agreed that, contingent on receipt of the federal funds and a specifications check, it would accept the lowest compliant bid. Magistrate Cummins moved to authorize procurement with the vendor that meets the county’s published specifications (Don Franklin Ford submitted the lowest quoted amount of $47,000); Magistrate Fowler seconded and the motion carried.

Why it matters: The federal task-force funding could cover vehicle purchase and outfitting costs with conditions on use and marking. The court’s authorization is conditional — county staff said no purchase or expenditure will be made before the funds are in hand and the county verifies compliance with procurement documentation.

The sheriff and county finance staff will return to the court with confirmation of funds and vendor compliance before final purchase authorization.
