New water service for Valley Elementary likely delayed; Newport Water not scheduling review

Staff reported the updated design for Valley Elementary's new water service was submitted Feb. 26 and that the project team received comments requiring additional responses. The design team requested a design-review meeting; multiple follow-up requests have not yet produced a response from Newport Water.
As a result, staff said it now looks unlikely the new water service will be installed during the coming summer construction window. Committee members were warned that installation of the new service would be disruptive — it requires work behind the baseball/softball field, up a hill and across drives, and would shut down the affected drive while the work is done.
The team also noted remediation work on existing transite (translite) pipe that must be handled properly during installation. Staff said the vault and certain equipment will be provided by Newport Water and the town's excavation contractor would perform installation once materials and approvals are in hand.
Why it matters: delayed utility work can push additional tasks into the project's final summer and complicate sequencing of other finish work and site restoration. Committee members asked whether mitigations could be performed while school is in session; staff replied the water-service work would be highly disruptive and is best staged during a summer break.
Next steps: staff will continue to press Newport Water for a design-review meeting, pursue procurement of required vault components once the design is approved, and plan mitigation steps for summer sequencing if the installation slips.
