Council advances street and utility projects, approves West Edge cost share and awards Evergreen water tower painting

Mound City — The Mound City Council on Tuesday approved several infrastructure actions: a cost-share for a West Edge Boulevard mill-and-overlay led by neighboring Minatrista, authorization to advertise bids for the city’s 2026 street and utility improvements program, and an award of the Evergreen water tower painting contract.
City engineer Matt Bowman said Minitrista led the West Edge milling project and that Mound City’s share was presented to the council as about $57,851.85, lower than the $67,500 the city had planned. Bowman said the milling and overlay work will be coordinated so traffic disruptions are minimized and staff expects the milling portion to be completed quickly when crews are on site.
The council authorized advertisement for bids on a multi-neighborhood 2026 street and utility project that includes reconstructed segments and mill-and-overlay segments across the city. Staff told the council the engineer's estimate was read aloud during the meeting; staff will return in May with bid results and award recommendations.
Public works director Ryan Preach presented a recommendation to award the Evergreen water tower coating project to Tanks Co., which submitted a low bid of $435,250; staff said that amount was about $214,750 below the engineer's $650,000 estimate. Council approved the award by motion, and staff indicated there were supporting qualifications and past-project references in the bid packet.
Councilmembers asked about coordination of timing — particularly with school calendars and other road projects — and staff said they would avoid major conflicts with the school year and aim for quick, focused work on milling and paving. Several councilmembers also asked that public notices be sent to residents and that contractors minimize simultaneous major closures.
The council approved Resolutions 26-29 (West Edge cost participation), 26-30 (authorize advertisement for bids for 2026 street and utility improvements) and 26-31 (award Evergreen tower painting PW26-10).
