City staff (identified in the meeting as Josh) told the council the ordinance (Consolidated Fire Protection District Ordinance No. 2026‑16) groups provisions covering fire vehicle access and water supplies, building safety systems and plan review, and operations and hazards such as hazardous‑materials permitting and vegetation abatement. Staff recommended adoption so the fire district can administer the updated code within Riverbank.
Staff also stated the action is exempt from CEQA under Section 15321 (the “common‑sense” exemption) and said there is no immediate general‑fund impact beyond normal staff time to implement the ratified ordinance. The ratification enables consistent regulatory requirements for fire code plan review, inspections, operational permits and enforcement across the city.
Council completed a roll‑call vote on the resolution and recorded five affirmative votes; the motion passed 5–0.
