Greer council receives GCRA plan for roughly $288,000 in HUD CDBG/HOME funds for 2026

Greer City Council on March 24 heard a presentation from the Greenville County Redevelopment Authority on how the city proposes to use an estimated $288,000 in U.S. Department of Housing and Urban Development entitlement funds (Community Development Block Grant and HOME Investment Partnerships) for program year 2026.
Alex Keels of the city's Planning and Development Department introduced Francisco Arnaiz, program manager for the Greenville County Redevelopment Authority, who described eligible uses (housing rehabilitation, public services, facades, rental assistance) and listed proposed subrecipient awards including Parks and Recreation senior programming, youth programming, Creative Advancement, Greer Community Ministries and Greer Relief.
The presentation said the funds must principally benefit low- and moderate-income residents; examples GCRA cited included ongoing rental-assistance programs run by Greer Relief, a senior owner-occupied rehab program (typical grants $10,000$15,000) and continued work on Fairview Townhomes.
Councilors pressed staff about an entry in the draft allocation that shows a negative $600,000 program-income line in the HOME budget. Francisco Arnaiz explained that the figure is a placeholder reflecting debt-service set-asides and future-year budgeting tied to the Fairview Townhomes construction and that the amount will be trued up when HUD issues the final allocation. "There is still program income to the HOME program, but right now it's all being payback," he said, adding that the entry fluctuates while units are constructed and sold.
Keels and Arnaiz said the city will receive a full annual action plan for public comment in April; the plan will include project-level budgets, beneficiaries and contract details. Public comment for the municipal portion of the GCRA plan was opened during the meeting and closed with no in-person speakers.
Council moved to receive the resolution approving the proposed allocation (listed in the packet as Resolution 6-2026) and recorded unanimous roll-call approval.
What happens next: GCRA will post the annual action plan for a 30-day public comment period when HUDs official allocation is available; staff said they will provide council additional details (census block group maps, final program-income accounting and status of units available for sale) on request.
