New Providence council introduces and approves SOP handbook for boards, commissions and committees

The New Providence Borough Council presented and approved a standard operating procedures (SOP) handbook intended to compile existing rules for borough boards, commissions and committees into a single, living document. Council members said the handbook centralizes guidance on meeting procedures, posting requirements and committee responsibilities.

Council members described the handbook as a compilation of existing SOPs, not a set of new restrictions, and said every council member will receive a copy to review with the committees they liaison. Council members thanked borough staff and liaisons—specifically Bernardette and Councilwoman Bisa and Councilwoman McNight—for detailed work reviewing the document.

The council noted the handbook is intended to evolve. A council speaker told the meeting the document will be publicly available after approval and that committees will be asked to review and submit feedback during a follow-up period. The mayor said the handbook “is a living document” and that it will be updated as needs arise.

The handbook was part of the consent agenda approved later in the meeting. The council voted to adopt the consent agenda, which included Resolution 2024-335 adopting the SOP handbook; the formal roll-call approval was recorded at the end of the public hearing portion of the meeting.

Council members said the handbook should make it easier for committee members and the public to find rules that had previously been spread across multiple documents. The council encouraged committee members to review the handbook and offer suggested edits after the initial adoption.

The council posted that the adopted handbook would be made available on the borough website once the meeting minutes and supporting materials were finalized.
