The Tulare County Water Commission voted on May 11 to adopt updated bylaws that set regular meetings on a quarterly schedule, clarify agenda preparation and posting consistent with the Brown Act, and add limited remote-participation language for commissioners.
"We went with the quarterly approach, January, April, July, and October, and then we clarified where those meetings are held, which are here at the Administration Building," Denise said while walking commissioners through proposed edits. She said the packet also updates signature blocks from 'chairman' to 'chair' and aligns notice provisions with whatever the Brown Act requires.
Commissioner Quinley moved to adopt the bylaws; Commissioner Smotherman seconded. Chair called for the vote and the motion passed unanimously.
During officer elections, Commissioner Quinley moved to elect Rogelio as vice chair. A second was recorded by Commissioner Riddle, and the commission voted in favor; Chair declared the motion passed unanimously.
The bylaw changes also include provisions for special meetings and clarify that staff must attend in person while adding limited remote participation for elected members pending any required approval by the Board of Supervisors, which staff described as a "gray area." The commission discussed the need for Board of Supervisors approval before broad remote participation is implemented and asked staff to confirm next steps.
The commission took no further action beyond adoption and elections and will publish the updated bylaws and record the new officer roster.
