Lake Havasu MPO board approves TIP update, Title VI plan and loans lapsing funds to ADOT

The Lake Havasu Metropolitan Planning Organization Executive Board on April 14 approved several routine but consequential administrative items, including a multi-year update to the Transportation Improvement Program (TIP), adoption of the agency’s updated Title VI plan and annual report, and a loan of lapsing Surface Transportation Block Grant (STBG) and Carbon Reduction Program (CRP) funds to the Arizona Department of Transportation (ADOT) with repayment scheduled in fiscal 2027.
The board voted unanimously on each item. Council Member Ko moved to approve the FY2027–2031 TIP update, which includes local transit projects required by the Federal Transit Administration and several FY26 amendments (including a project name change and updated HSIP funding amounts). Mr. Martin, the MPO staff presenter, said the TIP lists projects over a multi-year window and “the transit items … have to be in a TIP to show fiscal constraint and for your transit departments to get the funding.”
Board members pressed for more detail before the vote; Council Member Campbell and Supervisor Brley said they had expected a fuller presentation on the five‑year program and asked whether previously discussed SR95 median work or other local priorities were included (staff said the medians were not part of this TIP amendment). Will Randolph, an ADOT planner, told the board that transit projects should be entered into the TIP as soon as possible to avoid timing issues for grant disbursement.
On the Title VI update, MPO staff told the board that the agency had completed its annual Title VI training and that no Title VI complaints were filed in FY26. Supervisor Brley moved to approve the updated Title VI plan and annual report; the motion included a correction to page numbering in the plan and passed unanimously.
The board also approved a loan of lapsing funds to ADOT. Mr. Martin summarized that unallocated or lapsing STBG/CRP funds are typically loaned to ADOT (or another regional body) to preserve fiscal constraint in the TIP; the amounts stated in the memorandum were STBG $1,431,276.50 and CRP $12,717.30, with repayment in FY27. The loan motion, made by Council Member Campbell and seconded by Mr. Alters, carried unanimously.
