County staff recommended TASK as Williamson County’s flexible spending account (FSA) administrator after reviewing multiple bids and reference checks, and the committee voted to accept that recommendation.
Charles, the consultant who presented the FSA RFP results, said bidders included Maraflex, Benipass, Inspir, PNA and TASK and noted Health Equity — the county’s current provider — did not submit a bid. "Maraflex and Benipass are both more expensive than what you're currently paying," Charles said, and he added that while Inspir submitted the lowest price, their reference responses were incomplete and they did not provide municipalities among their references. Charles recommended TASK based on its competitive pricing, client references across Tennessee and a five-year rate guarantee.
Charles summarized the financial comparison to the committee, saying current contract expenditures with Health Equity are about $30,687 annually based on participation. He said TASK’s quoted figure on the slide was listed as about $29,500, and staff clarified that the pricing can also be expressed as per-member monthly charges — for example, roughly $2.65 per member per month for the healthcare FSA and $1.40 for the dependent-care FSA — with a five-year rate guarantee on pricing. On the recommendation, one committee member said they had no objection and supported the choice.
A motion to accept TASK as the FSA administrator was placed and recorded as approved. Staff and consultants also reviewed contract timelines and upcoming procurements: Charles told the committee a stop-loss solicitation (referenced in connection with Williamson County) is out to bid with responses due May 4 and that staff will present findings and a recommendation at the May meeting. Staff also said UnitedHealthcare’s retiree program and the vision contract will be evaluated in May with presentation likely in June.
Charles characterized TASK’s proposal as providing a rapid reimbursement process for employee FSA claims and pointed to municipal and county references, including Metro Nashville and TVA, as evidence of the vendor’s experience.
