Mount Pleasant board approves $323,782.90 contract for 2026 paving program

The Mount Pleasant Village Board voted 5-0 on April 13, 2026, to award a contract to Dolan Incorporated for the village's 2026 paving program, totaling $323,782.90 as read into the record.

The program covers about four miles of roadway and concentrates on subdivisions constructed during the early 2000s, including Campbell Woods, Spring Meadow and Jamestown 5. "This year's program contains about four miles of roadway," said Tony, a public works staff member. "We're very heavily focused on the subdivisions that went up during the housing boom of the early 2000s...so that's what you see in these programs." He described the work as resurfacing rather than large-scale reconstruction and said five bids were received that were "closely lumped together" and favorable to the engineer's estimate.

Kathy, a village finance staff member, summarized the funding plan: "We always budget plenty for that...I think it's a little over a million dollars and the rest of that would be borrowed funds. There was some residual fund balance that'll be used in this bid as well." Board members asked staff to post project plans and construction notices on the village website and to send detailed letters to affected residents with schedules and construction impacts.

A trustee asked whether bidder selection weighs local status versus price. Tony and other staff said the process relies on responsiveness and prequalification; the low responsive bidder meeting specifications is selected "and we're just following state law for that," a staff member said.

On the roll call vote awarding the contract, Trustees Anastasio, Batia, Ventrini, Pollock and Degrroot voted yes and the motion carried.

The board also received brief reports, including a notice that a scheduled tailgate event was moved to the YMCA due to weather, before adjourning the meeting.
