The Hayden City Council approved its consent calendar on April 14, 2026, covering meeting minutes, board appointments, event contracts and payment of city bills. The motion to approve items 2A through 2P passed unanimously on roll call.
The approval included an item described in the bills-for-payment section as a $990,067.20 payment to Kootenai Title Company listed as 'gap funds.' A councilmember asked staff to explain the large line item; staff said the payment is the initial reimbursement to H6 developers for hookups sold under a development reimbursement agreement and that similar reimbursements will be presented quarterly going forward.
Members probed the consent packet for other recurring charges. Staff explained a $290,000 line for O&M reflected the city's share of operation and maintenance fees paid to HARTS (the treatment facility operator), and a separate capacity charge covered hookups sold to the city for connections to treatment services.
Bill Breazeale, vice chair of the Hayden Historic Preservation Commission, used the public comment period to urge nominations for the commission’s preservation awards, noting nominations are due April 27 and that frames for certificates will be made from reclaimed barn wood.
The council did not alter any consent items and moved on to unfinished business after the vote.
