Council tables Keepers apartment proposal after residents raise safety and notification concerns

The council on June 16 voted to table consideration of a multi‑step Keepers development proposal that would have consolidated three parcels south of Quick Trip East for a 42‑unit apartment building and associated rezoning from B2 to R3 with a PUD overlay.
Community Development staff presented traffic, stormwater and pedestrian context and noted planning commission conditions recommended at the preliminary stage (tree buffering, a direct connection to 20th Avenue in lieu of an 18th‑Avenue access, and a six‑foot sidewalk on 18th at time of construction). Several residents spoke at length during the public hearing, citing concerns about inadequate public notification, increased congestion at the 20th Avenue corridor, pedestrian safety at a trail crossing, potential loss of sightlines near garages and stormwater management on a corridor now served by surface ditches.
Public works staff and engineering described long‑range traffic modeling for 20th Avenue, noted driveway spacing and turn‑lane geometry constraints for future arterial operations, and cautioned about adding additional access points onto a future minor arterial. Council members debated requiring sidewalks or developer‑funded improvements as conditions of approval, and staff recommended encapsulating sidewalk and buffering requirements into the PUD conditions if the council chose to approve.
After discussion, a councilmember moved and the council voted to table all Keepers actions (reszone, land‑use amendment and preliminary PUD) to allow staff and the applicant to address concerns raised by residents and to clarify issues including notification, sidewalk timing and stormwater solutions.
