Planning commission discussion included suggested conditions such as striping the westernmost site access as no‑parking and striping southern parking that abuts the alley as no‑parking (the latter failed at the planning commission). Staff noted relocating trash receptacles and certain utility constraints (including a gas meter) limit how the cooler could be reconfigured.
At council, members debated stripe‑marking options and a potential loading zone; council ultimately approved the PUD amendment with an added condition to stripe the western access as no‑parking and to mark an eastern area as loading where feasible, intended to preserve circulation and delivery access. Council members said the changes would support outdoor seating and the business while trying to mitigate alley congestion.
The council vote carried; the resolution authorizes the applicant to proceed with the minor PUD amendment subject to the striping and related administrative steps. Staff said property owners would be responsible for installing and enforcing private‑property striping and any required signage.
