Council approves plats, Star Brewery interim permit and public-safety grant applications

Planning staff said the planning commission (Nov. 10) recommended approval of the preliminary and final plat for a property described in the packet as "Fway edition." Councilors asked whether any materials had changed since the planning-commission review; staff said no and the council approved the plat.
For Star Brewery, planning staff presented resolution 2025-57 to grant an interim use permit allowing a food truck at a designated site under conditions: the food unit must be at the designated location on the site plan, maintain required setbacks, sit on a hard, level surface, and ensure wastewater and grease disposal is properly managed. Staff noted the permit may be valid for up to five years (expiring Nov. 30, 2030) and council approved the resolution.
On public safety, staff requested authorization to apply for a grant to purchase a non-lethal launcher system from Pepper United Tactical Systems at a total project cost of $2,722.50; a $2,000 grant match would be requested and the remaining $720 covered from equipment funds. Council authorized submitting the grant application and acceptance if awarded.
Council also authorized staff to submit a reimbursement application to send five officers to the Special Operations Training Association Midwest conference; staff said registration and associated costs would be submitted for reimbursement. The council approved that application authorization.
These actions were recorded as motions that carried; staff will proceed with procurement steps and grant applications per the council’s authorization.
