Staff explained the parcel currently houses a billboard and that C3 zoning is required for off‑premise signs; the conditional‑use permit (C‑260‑03) contains a condition making issuance contingent on the rezoning. City staff said the goal is to monetize and modernize a long-standing city asset and reduce visual impacts by orienting the sign more toward the freeway.
No public opposition was raised. The commission voted to recommend approval of the rezoning and the conditional‑use modification; both recommendations will be forwarded to city council.
