The Fergus Falls City Council voted Dec. 10 to allow the Heritage Preservation Commission (HPC) and city staff to pursue grant funding and outreach aimed at testing whether a targeted summit could attract developers and reuse options for the Regional Treatment Center (RTC).
Clara Beck told the council the grant work includes a Minnesota Historical & Cultural Heritage Grant and a letter of intent to the Minnesota Community Ideas program; the first grant opportunity requires no city match. The proposed summit would invite national and international developers and practitioners who have worked on historic institutional reuses, with the goal of determining whether viable options or partnerships exist before the city invests more maintenance dollars.
Council members debated the RTC’s deteriorated condition and the likelihood of redevelopment. Some members warned the campus already costs the city and may continue to deteriorate; others said a targeted summit would show due diligence and could produce a concrete recommendation. Members suggested inviting representatives from comparable redevelopments (Traverse City, Wilmer) and Veterans Affairs where appropriate.
The motion to authorize the HPC to pursue the grant and related outreach passed by voice vote; staff said the item would be placed on the consent agenda and could be pulled for additional discussion when returned for final action.
