Fountain City Council approves paving contracts, chip seal program, MDT lease and a community event sponsorship

The Fountain City Council approved several operational and capital items during its April 14 meeting, voting unanimously (six yes) on motions to proceed with roadwork, preserve pavement, fund police vehicle technology and sponsor a community fundraiser.
Road resurfacing and chip-seal contracts: The council awarded a construction contract to Schmidt Construction under Resolution 26-021 for three resurfacing projects—Snuffle Street (Highway 16 to Cross Creek Avenue), Fountain Mesa Road (Cross Creek Avenue north to Highway 16) and Southmore Drive (Pura to Paladin Place)—and amended the FY2026 budget to authorize an additional $320,000 toward a total contract value of $748,800 including a 5% contingency. Staff emphasized contingency funds may be used if full-depth reclamation uncovers additional issues.
Under Resolution 26-022 the council awarded a chip-seal pavement-preservation contract to A1 Chip Seal for three arterial/collector segments (including Mark Shuffle/Link Road to Mesa Ridge Parkway, Fountain Mesa Road from Harvest Moon Drive to Lake Avenue, and Jimmy Camp Road from Koma Bay to Ohio Avenue) at a base bid of $315,955 plus contingency, which staff said extends pavement life by roughly five to seven years when applied to appropriate roadways.
Police vehicle mobile data terminals: The council approved Resolution 26-023 to lease 40 ruggedized mobile data terminals (Panasonic platform) for patrol vehicles. IT staff presented a total equipment cost of $251,400 and proposed a five-year lease at roughly 5.39% interest to spread the cost (approximately $59,000 per year), saying the platforms are expected to outlast the lease and to reduce maintenance and reliability issues with the current end-of-life fleet.
Community event sponsorship: The council approved an in-kind sponsorship of $915 for the Checkered Flag Charity Car Show (May 16 at Metcalf Park), a Kiwanis Club fundraiser for local youth programs. The event organizer said proceeds go to the Kiwanis Foundation and that registration is $20–$25 per vehicle.
Each of the above items was moved, seconded and approved during open session; the council later voted to go into executive session on separate legal matters. No item proposing new recurring citywide programs or new ongoing staff expansions was approved at the meeting.
