Board adopts five-year construction program amendment, awards $2.88M Frankville road contract and $195K seal-coat bid

County Engineer Mike Puny said the five-year construction program amendment was necessary to align project lists and funding with Iowa DOT rules; the board moved and unanimously approved the amendment. Puny told supervisors the amended program reduces the Frankfold (Frankville) road outlay from $3.5 million to $2.9 million in the plan and updates funding sources for several projects.
On the Frankville Road project, the low bidder (identified in the record as Matthew) submitted a bid of $2,877,749.76, roughly 50% higher than the engineer's estimate. After review and recommendation by the engineer, the board voted unanimously to award the Frankville Road construction contract to Matthew for $2,877,749.76. The contract start date and a 40-work-day schedule were discussed during the motion.
The board also considered a seal-coat (W40) bid. The board voted to accept Barner's seal-coat bid for $194,968.24 for the W40 project; the vote passed unanimously.
Separately, supervisors approved a resolution to change how the W14 Spillville project is funded (moving some costs to swap funds and FM funds rather than STBG) and authorized signing of the DOT swap-funding agreement when the other contractual items are finalized.
What happens next: The county will finalize contract paperwork and signature pages, coordinate start dates with the contractor and the Spillville city council as needed, and execute the DOT swap agreement required for the funding change.
