NAGS HEAD, N.C. — Town staff and consultants presented a stormwater master‑plan update and a new interactive GIS dashboard to the Board of Commissioners on April 15, outlining an asset inventory, condition assessment, conceptual designs for 17 flooding hotspots and planning‑level cost estimates.
Consultants said field crews surveyed roughly 540 individual structures (inlets, manholes and junctions) and compiled a townwide inventory of about 1,658 structures and roughly 1,320 culverts and storm mains. A conditions assessment assigned likelihood‑and‑consequence ratings to assets to surface priorities for repairs and replacements.
Graham Shirley of the consulting team demonstrated a GIS dashboard built for staff that consolidates surveyed assets, condition ratings and site photos into a searchable, filterable map. "You can click around, see photos of the pipes we took, and see condition and priority in one location," Shirley said during a live demo.
Conceptual projects: The consultants presented conceptual measures for multiple neighborhoods and corridors, including additional yard and drop inlets, HDPE perforated ("sock") infiltration pipe to add underground storage and infiltration, upsized conveyance where necessary, backflow prevention devices at tidal outfalls, new outfalls and planned infiltration basins. Notable corridors discussed in detail included Soundside Road (presented as a four‑phase project that could include a trunk line, easements, an infiltration basin and a future pump station), the Memorial Avenue trunk line (where modeling identified several constrained pipe reaches), and smaller neighborhood projects such as Carolinian Circle, Buccaneer Drive, West Dearing and several cul‑de‑sacs proposed for dry‑well solutions.
Costs and schedule: Consultants summarized planning‑level costs for the current project phases across 17 areas at about $3.9 million; including potential additional phases would raise the estimate to roughly $6.4 million. Staff said these are conceptual planning estimates and emphasized the program is scalable: the town could phase work to fit budgets and pursue grant funding. The master‑plan work is funded by a $400,000 planning grant from the state Division of Water Infrastructure. Staff said they intend to prioritize projects using the town’s stormwater standard operating procedures, return with a prioritized CIP list late this summer, and present a final stormwater master‑plan report and watershed action plan by November to align with grant deadlines.
Next steps: Staff will finalize the prioritized project list and pursue funding opportunities tied to the watershed action plan, which the consultants will shape to support state and federal grant applications. The board did not take formal action on specific capital projects at the April 15 workshop; it received the update and directed staff to bring prioritization recommendations later this year.
The consultants and staff emphasized maintenance needs alongside capital projects: backflow prevention devices and flap gates can reduce tidal backflow but require routine inspection and cleaning to ensure reliability. The town will provide the board with a project prioritization table and refined cost estimates as part of the late‑summer deliverable.
