Bethlehem Area Vo‑Tech proposes 10% budget increase as enrollment and expansion raise district share

The Bethlehem Area vocational‑technical school told the finance committee on March 16 that its proposed 2026–27 operating budget would increase by about $1.535 million—roughly a 10.13% rise—largely because of salary, benefits and planned expansion, a presenter identified only as Adam said.

"The overall budget is coming in at a 1.535 u dollar millions million dollar increase or a 10.13% overall increase," the presenter said in describing year‑over‑year changes. He listed personnel costs as about 75% of total expenditures and said three new positions are included as the school moves toward expansion.

Adam said revenue adjustments—smaller assumed donations, increased state aid (+$437,555) and slight federal revenue changes—left a net increase that districts must absorb. He calculated a net increase back to the districts of about $1,099,542 (a 9.38% increase) after revenue changes.

Enrollment changes drove a substantial portion of Bethlehem’s share: the presenter said an enrollment adjustment increased the three‑year rolling average to 759 students, and that the allocation formula yields a district contribution rate of about 62.2% for Bethlehem Area School District. He put Bethlehem’s dollar increase at $735,482, or 10.17%.

Board members questioned staffing timing tied to a delayed factory opening and the need for the three new positions. Adam said one position (aviation technology) could be deferred to 2027–28, one is a receptionist role that will train under the current receptionist this year, and a proposed veterinary science program depends on relocating another program temporarily and completing construction work.

The Vo‑Tech budget will be placed on the Bethlehem Area School District board’s March 23 voting agenda for final action; committee members did not vote on March 16.
