Council hears municipal dispensary update, roundabout pre-construction and summer event recap
Summary
Staff reported a municipal dispensary applicant cleared background checks and that OCM issued clarifying guidance; council members also heard that pre-construction for the Minnesota Street roundabout could begin soon and that Joetown Rocks ran without incident.
During department reports the council heard several operational updates, including a municipal-dispensary licensing update, upcoming road projects and a recap of a recent community event.
David reported that he completed a background check related to a municipal dispensary application and said the results came back "positive," indicating he passed the background check. He said the Office of Cannabis Management (OCM) had sent clarifying information to municipalities in response to high comment volumes and that, to his knowledge, no municipality had yet had a license approved; he said the city appears to be among the farthest along.
Randy and Ryan reported on a pre-construction meeting for the Minnesota Street roundabout (Casatu Minnesota Street project). Randy said if weather cooperates, contractor activity and a detour could start the following day and continue through the end of August; staff noted contract durations may extend into 2026 for some projects.
Kevin reported on Joetown Rocks (July 3), saying law enforcement found the event quiet with no medical incidents and thanked staff for assistance with street closures; organizers plan to expand next year for the country’s 250th anniversary.
A motion to adjourn was subsequently moved and seconded; the council voted and the meeting was adjourned.
