Urban Renewal Agency approves audit-response plan and authorizes IGA with Brookings; consent calendar passes

The Urban Renewal Agency voted unanimously on routine and substantive measures at its April 13 meeting, approving the consent calendar, adopting resolution 26-R1289 to implement a plan of action for a fiscal-year 2024–25 audit finding, and authorizing the chair to execute an intergovernmental agreement with the city of Brookings for administrative, financial and project-support services.

Agency members moved and seconded the measures and each motion carried. Board members recorded votes during the consent-calendar approval (Directors Martin, Gelato, Malberg, Fton and Chair Para voting yes) and again when adopting resolution 26-R1289 and authorizing the intergovernmental agreement; the meeting transcript records affirmative votes for Directors Gelato, Holton, Moler, Martin and the Chair on the resolution and for Directors Holston, Gelato, Muller, Mark and the Chair on the IGA authorization.

Resolution 26-R1289 directs staff to file a plan of action responding to a fiscal year 2024–25 audit finding; agency staff framed the resolution as the renewal-agency counterpart to a plan the city is filing. The intergovernmental agreement authorizes the chair to execute an agreement with the city of Brookings to provide administrative, financial and project support services to the renewal agency.

No dissent or roll-call opposition appears in the record; board members proceeded from the votes into agency remarks and a longer discussion of possible downtown projects and the agency’s approaching sunset. The board asked staff to return with cost estimates and a staff report at a follow-up renewal meeting, anticipated in May, to decide how to allocate remaining funds.
