The Palmyra Borough Council voted to forward Ordinance 841, a proposed amendment to Chapter 380 of the borough code, to the Palmyra Borough Planning Commission and the Lebanon County Planning Department for review and comment.
Ordinance 841 would add "live/work" residential development as a use permitted in the town residential zoning district and would establish regulations for that use. Council moved and seconded the referral and the motion carried after one member registered opposition.
Councilors did not complete final zoning language at the meeting; the referral sends the draft to the borough Planning Commission and county staff for technical review and comment. If the Planning Commission or county staff recommend revisions, those comments will return to council before any adoption vote. The council emphasized that the referral is an initial step in the statutory review process and does not adopt the change.
The planning commission is scheduled to consider the proposed ordinance at its April 22, 2026 meeting; county review is already underway. Further hearings and formal readings would be required before any zoning amendment could take effect.
