Commissioners moved to acknowledge the report and carried the motion by voice vote.
Staff noted the report’s methodology requires reconciling building permits and unit counts in the year of record and that some fees recorded in 2025 (e.g., fees charged upon preliminary plat approvals) may relate to units not built until subsequent years; staff described this as a reporting artifact required by statute.
