Paramount council approves contracts for Hay Tree Public Market museum and $2.7M median enhancements

The Paramount City Council approved two capital project contracts at its April 14 meeting: construction of the meeting room and museum inside the Hay Tree Public Market and the next phase of median enhancements along Rosecrans and Garfield avenues.

Assistant Public Works Director Michelle presented the museum/meeting‑room project, explaining the city had solicited bids for the public‑work portion of the Hay Tree Public Market buildout. Staff reported one responsive bidder, Decon Services Incorporated; the presentation listed an original bid of $860,000 and a revised construction subtotal of $650,000 once furnishings are purchased separately. With a 10% contingency and a 10% early‑completion incentive built into the contract, staff described the overall construction‑related cost as $780,000 and requested a budget adjustment to the Capital Improvement Program funded through the Community Benefits Agreement. Council approved the contract and the related budget action by roll call.

Public Works Director Adriana Figueroa walked the council through the median enhancement bid results. The city received four bids; Marina Landscape was identified as the low, responsive and responsible bidder at $2,426,316.31. With a 10% contingency, staff estimated the total project cost at about $2.7 million; funding was identified as Measure M revenue bond monies. Council approved the award and the budgeted use of Measure M funds by unanimous roll call.

Councilmembers asked a few clarifying questions about possible historic‑museum grant funding for the museum space; staff said they had not identified a dedicated historical‑use grant source during the presentation but would continue to look for opportunities. Both contract awards were recorded by roll call votes with all members voting yes.
