Administration seeks to add parcels to National Business Park North TIF and special taxing district

Bond counsel told the council the land added is already served by previously financed public infrastructure and utilities and that the change will bring the legal descriptions up to date for bond‑coverage calculations.
Counsel confirmed that COPT (the site owner identified in the presentation) owns the newly added acreage and that the district has performed well historically, so no special tax has been required to date. A council member representing District 1 noted the parcels support local economic and national‑security‑related development planned around NSA and U.S. Cyber Command and voiced support for the amendments.
No formal vote was recorded in the work session; the matter was introduced for council consideration and will proceed through the regular legislative process for hearing and possible future action.
