North Augusta staff previews parks upgrades, watershed cleanup and infrastructure projects

City department directors briefed the council on multiple capital and service items at the April 13 study session.
Parks & Recreation: Staff described CPST4 activity center improvements (track replacement, gym floor refinishing, automated basketball goals, locker room renovations and air‑handler refurbishing) with a not‑to‑exceed budget of $1.2 million. Parks Director Rick Meyer highlighted continued strong participation in spring sports and presented an expansion of senior programming led by program coordinator Tori Roberts, who outlined new offerings, partnerships (CenterWell) and methods for advertising via the city events calendar and Parks social channels.
Engineering/Public Works and NRCS grant: Director Tom Zizzer reported ongoing work under an NRCS watershed grant ($843,000 total, 100% reimbursable) and asked the council to amend a contract to increase a line item by $60,000 to address additional deadfall and debris in stormwater basins (proposed local contract portion not to exceed $280,000). Zizzer said contractor TNT Land Works has removed several hundred fallen trees at one parcel (Walnut Lane parcel) and that the debris work remains within the grant cap.
Bowlin Road and wastewater projects: Staff presented a late ad engineering agreement with Kimley‑Horn (not to exceed $25,000) to analyze subsurface repairs for Bowlin Road. Public Services Director James Sutton reported utilities began replacing the Carolina Springs wastewater lift station (1953 vintage) with ARPA and budget funding; replacement and telemetry modernization are expected to take 3–4 weeks.
Finance and other updates: Finance Director Linda Williamson noted customer disconnection schedules, business license renewals due April 30 and tax deadlines, and announced the city's 2024 Annual Comprehensive Financial Report received the GFOA Certificate of Achievement for Excellence in Financial Reporting.
