Wade Liles, County Emergency Management Agency (EMA) representative, presented a proposed interlocal agreement that would formalize cost-sharing among the City of Montgomery, Montgomery County, and the town of Pike Road for EMA operations.
Liles said the proposed cost-sharing schedule would have the city paying 60% of the annual operating budget, the county paying 38.5% starting in fiscal 2027 (phasing to approximately 35% by 2030), and Pike Road gradually increasing to about 5% by 2030. He presented the EMA FY26 operating budget at $1,522,368 and said the county's maximum FY26 share under the formal agreement would be $586,111. Commissioners and staff discussed that prior funding had been provided from different line items and that consolidating those payments under the interlocal agreement would reduce the apparent increase.
County staff clarified the county's actual net increase for FY27 would be approximately $216,624 once existing line-item funding is reallocated under the new agreement. Commissioners thanked Liles for compiling the agreement and asked staff to return the item to a subsequent agenda for formal action.
No final action was taken during the session; commissioners indicated they would review the written agreement and supporting budget detail before voting.
