Board denies $10,000 grant request from Big C Lumber for private-yard asphalt repair

The Leaport Urban Enterprise Association declined a $10,000 grant request from Big C Lumber to replace six inches of asphalt in the first aisle of the company’s south yard.
Staff presented the application and a map showing the work area. Board members debated whether the requested repair covered public-facing customer parking (which the association has supported in the past) or was interior private-yard maintenance for business operations. One member argued the area in question was primarily used by company trucks and staff rather than public customers; another noted prior grants had been made when work benefited public parking.
A motion to deny the request was made and seconded; the board approved the denial by voice vote. Members asked staff to communicate the rationale to the applicant, explaining the distinction between maintenance of private industrial yards and repaving of public parking areas, and suggested the applicant could reapply if the area to be repaved is demonstrated to serve public parking.
The board noted the association had previously awarded grants for public-facing parking and event-related parking improvements, but said the Big C application appeared to be for an interior, operational area and therefore ineligible under the board’s customary criteria.
