The board discussed earlier direction to have the county pay for its own permits in the context of a scale-house project. Dylan Evans confirmed the landfill will accept small amounts of construction waste at no cost as part of the county’s internal contract and that water for compaction testing will be provided.
Planning Director Hal Jensen cautioned the commissioners that a notice to proceed should not be executed in advance of permit issuance. "If [a notice to proceed] has been issued, we need to hold until we have the permits in place," Jensen said, adding that staff would have to renegotiate a start date if a notice had been issued through procurement. Commissioners agreed permits must be applied for and issued before any work proceeds and approved the fee waiver by voice vote.
