Councilmembers indicated multiple members were available and that four could attend, meeting the quorum requirement for the special session.
No formal vote on the impact‑fee methodology occurred — the item was informational — but staff requested direction to schedule the short special meeting to approve the RCO resolution. Several councilmembers volunteered availability for the 29th and staff will schedule the meeting accordingly.
