Council approves annexation and rezoning for 92-townhome project; developer to provide 10% workforce housing

The Spartanburg City Council unanimously approved on April 13 the annexation of two parcels (including 2191 Country Club Road and 2251 South Pine Street) and the rezoning necessary for a proposed 92-unit townhome development.

Brenda Frazier, the city’s planning director, summarized the proposal and said the project aligns with the comprehensive plan’s designation for infill growth and mixed-use transition in that corridor. The developer’s representative, Jack Levinson of Lat Purser (developer), was present; Frazier told the council the project includes four models of townhomes, a typical site plan unchanged since the proposal first appeared, and a workforce-housing commitment of 10% of units as part of the development agreement.

Frazier said the planning commission had unanimously recommended approval after a public information session and review of the five statutory criteria (comprehensive-plan consistency, compatibility, marketability, infrastructure availability and other factors). She told the council that Spartanburg Water had identified sufficient infrastructure to support the development and that the applicant had agreed to provide an easement for a gateway sign at the southern edge of the site.

During the required public hearing, one speaker raised general concerns about loss of green space and wildlife. After hearing public comment and closing the hearing, councilmember votes were unanimous in favor of annexation and rezoning; the item will return for formal adoption on the council’s next adoption agenda per the usual procedural timetable.
