The Saco City Council voted unanimously April 13 to terminate the city’s October 21, 2019 credit‑enhancement agreement with Baxter and Cuts LLC after the company vacated the facility and no longer met the contract conditions.
The council opened and closed a public hearing on the termination with no members of the public speaking. Councilor Johnston, who introduced the item, said the agreement had been intended to support construction and operations of a 9,440‑square‑foot facility but that Baxter and Cuts had left the site and stopped operating there. “The conditions of the credit enhancement are not met,” Johnston said as he moved approval of the termination agreement and authorized the city administrator to sign it.
Under roll call, Councilors Edwards, Parks, Doyle, Gail, Huitt and Johnston all voted yes and the motion passed 6–0.
The termination formally ends the city’s contractual obligations tied to the 2019 agreement and allows staff to close the file administratively. No additional enforcement action or financial recovery was announced at the meeting. Council materials provided to members and the record indicate the termination motion and authorization for the city administrator to execute the agreement.
The council took the vote as part of its action items; there were no public comments on the matter.
