Laurens County Council on April 13 approved a slate of ordinances and fee‑in‑lieu agreements to secure two manufacturing projects and to expand existing industrial parks.
Council approved third reading of Ordinance 1004, a fee‑in‑lieu agreement with Active Services US LLC (formerly “Project Oracle”), which the county described as a "120.8 million dollar investment and 277 uh new jobs," and the companion Ordinance 1005 to add the company to the Connextial/Connectial Center industrial park. The votes for these items were recorded as unanimous, 6‑0.
The council also approved Ordinance 1006, a fee‑in‑lieu agreement with Sanneva Incorporated. Council members heard County staff identify Sanneva’s plan as a roughly $350 million investment expected to create 564 jobs; Matt Card, identified in the meeting as Sanneva’s president and COO, was recognized at the dais and received applause. Ordinance 1006 passed on third reading 6‑0.
Why it matters: the measures commit the county to long‑term tax incentives that local officials said are intended to attract capital investment and jobs. County staff and council framed the actions as part of broader industrial‑park development and economic‑development strategy that also included Ordinances 998 and 999 (park agreements for Hunter and Clinton industrial parks), each approved on third reading.
What council said: County staff presented the Active Services package; during that presentation a county official summarized the project as "120.8 million dollar investment and 277 uh new jobs." Council recognized Sanneva’s leadership and welcomed the company following the unanimous vote.
Next steps: The fee‑in‑lieu agreements and park‑expansion ordinances approved by the council will be finalized per the terms in the enacted ordinances and related agreements; county staff indicated that legal review and execution steps follow the votes.
Votes at a glance: Ordinance 1004 (Active Services fee‑in‑lieu) — approved on third reading, vote 6‑0. Ordinance 1005 (Add Active Services to the industrial park) — approved 6‑0. Ordinance 1006 (Sanneva fee‑in‑lieu) — approved on third reading, vote 6‑0. Ordinance 998 and 999 (industrial park agreements) — both approved on third reading, vote 6‑0.
The council meeting also included related first readings and committee work on other park expansions and accompanying administrative steps.
