The Bonner County Ambulance Service District discussed and tabled adoption of a new BCASD Employee Personnel Manual at its April 15 meeting.
Staff said the manual, slated to take effect April 16, 2026, had been reviewed by district legal counsel and was intended to replace use of the county HR policy manual for district employees. Commissioners praised the document as broadly comprehensive but identified areas needing clarification: inconsistent use of terms (PTO versus "vacation"), ambiguous bereavement-pay language and duplicated time-off provisions that should instead cross-reference the leave section.
Multiple commissioners recommended edits before adoption so the board would be voting on a finalized document rather than approving a version that still required multiple page changes. One commissioner suggested returning the revised manual at the next meeting so members would have more time to review. Staff agreed to make the edits and bring the manual back for approval at a future date.
The district's chief and other staff said the manual will help distinguish district employment from county employment once finalized.
