At the March 19 meeting, the Town of Needham Board of Assessors received an update on a multi-year field-visit program (referred to in the meeting as “Sadir”/“Sedair”), and on the status of income-and-expense forms sent to property owners.
A staff member told the board the field team targeted 216 properties in the current round and completed exterior inspections for those addresses; when interior access was refused, inspectors completed exterior assessments from the street. The staff member said interior access (‘let in’) appeared to be about 50% on a rough count and offered to provide precise statistics at the next meeting.
The staff member also said Sedair provided a high-precision aerial mapping tool used for measurements and mapping during the inspections, which the team preferred to Google Earth for the task.
On filings, the board heard that returns for the income-and-expense forms are currently close to 50% of the initial mailing — higher than the usual ~33% return rate the staff cited — and that a second mailing will be sent in about 10–12 days. The staff noted January accounting cycles can cause delays and said one 2025 filing appears to be missing for a property the board will discuss when it is returned for review.
