Council directs map amendment for Bushy Heath parcels and approves St. Michaels sewer reclassification

The Talbot County Council on April 14 took two separate actions related to the Comprehensive Water and Sewer Plan.
Resolution 392, which would reclassify six parcels on Bushy Heath Road from "unprogrammed" to S1 (immediate priority) to allow one EDU per property, was read into the record. Staff and advisory boards recommended approval but the public works advisory board asked to limit a 91‑acre parcel to a 10‑acre area around the residence. Council voted to direct county staff to prepare an amendment that incorporates the revised Exhibits A and B from the advisory board and planning commission; the council will vote on the amended resolution at a future meeting.
On Resolution 393 (a 26‑acre portion of St. Michaels Road), staff clarified the intent was to allow two EDUs so both existing dwelling units would be served. Planning staff acknowledged a drafting error in the introduced language (it stated one EDU). The council amended the resolution to reflect two EDUs, and the corrected resolution was approved by roll call.
Josh Elliott, assistant county engineer, said the S1 designation on the St. Michaels Road parcel would allow the property owners to address aging septic systems in the county critical area. The council recorded votes to amend and approve Resolution 393 and to direct preparation of the map amendment for Resolution 392; the formal vote on the revised Resolution 392 will occur after staff files the amendment.
