A board member moved to award the contract to Calhoun Construction for the stated amount with alternates 1–4; the motion was seconded and approved by voice vote. Harris and other presenters said the competitive results may give the district room to add agreed‑upon items and that staff will work with the contractor on phasing plans for construction.
The board separately considered special inspection services for the ATC renovation to provide soil and construction observation throughout the build; staff explained the inspections would be on site during key phases.
