Chair Crystal Chiron, who led the subcommittee, said the group's objective was to "report on best practices on community noticing from other Bay Area cities" and to consider changes that would help residents learn about projects earlier. "People just don't know about development projects near them until it's too late," she said during the presentation.
The subcommittee's three main recommendations were to (1) codify larger mail-notice radii for major projects and certain zoning changes (staff and commissioners discussed defining "major" by acreage or unit count), (2) improve notice language and presentation so residents can more easily identify affected properties, and (3) expand outreach channels, including consolidated web pages, social posts and targeted signage for high‑impact items.
