Council hears CDBG funding recommendations and approves grant actions for 2026–27

City staff presented the Community Development Block Grant (CDBG) program recommendations for the 2026–27 program year at the April 14 council meeting, outlining capital projects and human‑services grants and the process for finalizing the annual action plan.

Staff said the city’s entitlement allocation and complementary general‑fund support would fund capital projects and human‑services grants and noted reprogrammed funds from prior cycles. The recommendations reflect interviews, site visits and scoring by a 13‑member advisory board; staff reported that nearly all recommended capital applicants would receive their requested funding. Staff also described contingency options and explained that unspent capital funds can be reprogrammed for future projects.

Council received clarifying questions about the two‑year grant cycles, administrative efficiencies and whether unspent funds would be retained rather than lost; staff said unused funds could be reprogrammed to other qualifying projects in future cycles. The council voted to adopt the staff recommendations and directed staff to post the draft plan for a 30‑day public review beginning May 17, and to submit the final plan to HUD after the public comment period.

"These funds support housing, shelters and basic human services in our community," staff said; the action will allow the city to finalize grant agreements and begin executing capital projects once HUD approval is obtained.

The motion to approve the recommendations was moved, seconded and approved unanimously.
