The El Centro City Council voted to award the Phase 2 construction contract for the Veterans Memorial at Buckland Park to Three Peaks Construction after staff presented bid results and funding options.
Three responsive bids were received; the low bid from Three Peaks totaled $632,260. With a recommended 10% contingency the project construction need is $695,260 and staff identified a funding shortfall of $170,260. Council approved using Measure P funds to cover the shortfall. The contracted scope includes repair and stabilization of roughly 490 linear feet of retaining wall adjacent to the memorial, replacement or improvement of walkways and decorative pavers to match the memorial aesthetics.
Staff told council the park has heavy daily visitation and that the wall repair was urgent to avoid further deterioration; the project also includes landscape and lighting improvements. Council members pressed for timeline certainty; staff said they will press the contractor to meet an aggressive schedule and noted the same contractor is working on other city park projects.
What’s next: With the award approved and Measure P funding allocated, staff expect to move forward with construction sequencing and aim to make substantial progress ahead of Veterans Day, per the project briefing.
