Highlands council adopts restricted-parking ordinance, establishes two-year "cap bank," and approves multiple resolutions

At its April 15 meeting the Borough of Highlands council approved Ordinance 02608 (restricted parking for residents with disabilities), passed Ordinance 02609 on first reading to bank $155,456 for up to two years, advanced zoning updates (02610) to public hearing, and adopted several resolutions including a liquor-license transfer and consent-agenda items.
The Borough of Highlands Mayor and Council approved a bundle of ordinances and resolutions at their April 15 regular meeting.
The council adopted Ordinance 02608, designating restricted parking in front of residences occupied by people with disabilities. The public hearing drew no questions from the public; the council offered, seconded and voted to pass the ordinance on second and final reading.
Council introduced Ordinance 02609, which would allow the borough to "bank" excess tax levy capacity for up to two years. Mike, the borough finance officer, said the cap bank amount being set aside is $155,456. The council passed 02609 on first reading and scheduled a public hearing for May 6, 2026.
The council also passed Ordinance 02610 on first reading, a package of zoning and land-use code amendments (chap. 21) to update fees and clarify language related to grading, steep slopes and enforcement; a public hearing is set for May 20, 2026.
On the consent agenda the council adopted Resolutions R26099 through R26105. Among the items: Resolution R26100 awards a contract to AJ Leman Appraisal LLC to appraise 179 Navisync Avenue (a property adjacent to municipal facilities) as part of exploratory steps toward a municipal complex for the first-aid squad and DPW. Resolution R26098 authorizes a person-to-person transfer of liquor license 1317-33-016-00003 (transferring the license from the current owners to their former employees at Highlands Cafe).
