Staff at the Water Lake Commission said the Public Facilities Authority has placed the commission’s lead service‑line replacement project on its final intended‑use plan and increased the commission’s estimated funding from about $120,000 to roughly $200,000.
"They basically automatically kind of bumped our funding amount," staff member Steve said, describing the change in the PFA’s intended‑use plan. He said the higher figure should help absorb rising construction costs that other jurisdictions have reported.
Steve said plans and funding application materials are due by March 31. He added that while larger projects will take priority, the lead‑service‑line work will be among the first projects the commission pursues once planning is finished.
The staff presentation noted developers and contractors are reporting higher than anticipated costs for lead‑line work, and Steve said the PFA typically accounts for bid costs when allocating funds. He said that if bids come in modestly higher than the $200,000 estimate, the project is likely to remain fundable but the PFA may manage allocations across applicants.
No motion or formal approval of the lead‑line project itself was recorded at the meeting; the discussion was an operational update to inform forthcoming application work. The commission did not set a construction schedule at the Jan. 21 meeting.
The next procedural step, per staff, is finalizing plans and the funding application by the March 31 deadline, after which the commission will return with project specifics and any contract language for review.
